Wutai (ウータイ ūtai) is an optional location in Final Fantasy VII. It is a country occupying a large island off the western-most continent, although the name is primarily used to refer to the only known settlement on the island. The people therein are also referred to as Wutai. It is apparently based upon pre-modern Japan and China, utilizing motifs including a pagoda and a large statue of what appears to be Buddha called "Da Chao," and other related figures. Once a proud independent state, it now serves mostly as a tourist attraction.

The Wutai people, much like the culture and settlement, are based primarily off of Japan and China. They have the characteristic, somewhat stereotypical, appearance of the people of East Asia. They are traditionally ruled by a monarchy, whose leader resides in a large pagoda. Wutai is headed by Godo Kisaragi, and the next in line for the throne is Yuffie Kisaragi.

Their soldiers wear Samurai-like costumes of green and orange, and wield halberds with gun attachments. When Vincent Valentine first meets Yuffie, he comments on her large shuriken looking familiar, possibly referring to fellow Turk Cissnei, who also possessed such a weapon (although seeing as Cissnei wouldn't even have been born when Vincent left the Turks, this seems improbable).

Several years before the start of Final Fantasy VII, the Shinra Electric Power Company sought to control the Wutai area for use as a Mako Reactor. Wutai was the last area on the Planet which remained free of Shinra control, and was fiercely independent. It fought against Shinra to keep its independence. Although putting up many a good fight, they could not stand to the might of Shinra's army and SOLDIER, and were forced into submission. At some point during the conflict, Sephiroth became known as a hero. SOLDIER, 2nd Class Zack Fair also made a name for himself during the war when he and SOLDIER, 1st Class Angeal Hewley successfully captured Fort Tamblin.

Wutai surrendered shortly afterward. Godo banned the use of Materia in the settlement, and the town became a mere tourist location. Yuffie, the daughter of Godo, is unhappy with her father's decision and leaves home an at early age to steal Materia and precious items to revive the glory of her home nation, dragging SOLDIER operative Zack Fair into optional missions to help her find "treasure" that Shinra has left behind. In the immediate aftermath of its surrender, pockets of Wutai resistance groups started to pop up in various locations, attempting raids on Shinra facilities. However, these resistance groups were eventually suppressed by Shinra.

Some time after the events of Ft. Tamblin, the first AVALANCHE set up their headquarters in a pagoda in Wutai. In Episode 14 of Before Crisis -Final Fantasy VII-, the Turks discover the AVALANCHE base and attack. However, AVALANCHE is warned by their financier and protector in Shinra, Rufus Shinra, who hopes to use AVALANCHE to take over Shinra from his father. The player's Turk fights his or her way through the enemy with the help of Yuffie. Though the AVALANCHE leader, Elfé tries to stay and fight with her soldiers, her condition forces her to retreat with her lieutenant's, Fuhito and Shears. Shinra defeats the AVALANCHE forces at the base, and destroys it, thinking that they have completely defeated AVALANCHE. But, the surviving leaders of the organization regroup on the Da Chao mountain, and prepare for more attacks on Shinra.

[edit] Stolen Materia

The party can visit Wutai anytime after getting the Tiny Bronco on any disc. As soon as the party lands on the continent, a group of weak enemies attack. While they fight them off, Yuffie steals all of their Materia (she must have previously joined for this to occur). It is possible to still have materia left with the party if the player has enough materia, though this is less likely to happen if the player first visits Wutai after getting the Tiny Bronco.

Cloud and his team make their way to the town of Wutai to try to get their items back. They must hunt Yuffie down in various hiding spots across the settlement, along with being tricked and out-thought again and again by Yuffie. The Turks can be found inside a building, but they have little interest in fighting with the party; they are here to relax off Shinra duty.

Don Corneo captures Yuffie and Elena

When they finally reunite with Yuffie, a character from their past reappears - Don Corneo. The Don had been exiled from his old home in Midgar's Wall Market after working against Shinra. He ran to Wutai to avoid capture. Being a disgusting pervert, he kidnaps both Yuffie and the Turk, Elena. He takes them up to the Da Chao mountain to have his way with them. Cloud's party works with the remaining Turks to defeat Don Corneo and his monster Rapps.

Yuffie gives back all the stolen Materia, but will put it back all wrong. The player must manually rearrange their Materia back to normal.

Afterwards, Yuffie can fight her father, and his four guards in the tower. She must fight all five of these battles alone, but not in a row. When Godo is defeated, she is recognized as the true heir to the Wutai throne.

During early plans for Final Fantasy VII, Wutai was to be a town built around the Temple for the "Wutaia faith", a religion dominated by female hierarchs that worships a female diety. The current hierach was to be the young Sesame (full name: Sasame-no-Himemiko), the 89th in the line. Due to Sesame being only 15-years-old, the real leader would be the high priestess, Izayoi (most likely not affiliated with the Final Fantasy IV: The After Years character, Izayoi). Godo would not have been the leader but rather the head of the Kisaragi family, the servants to the Wutaia leader.

Shinra's goal in the town would have been to build a Reactor there to harvest the rich Mako below "Ten Faced Mountain" as Da Chao was originally called. Presumably the Wutai War would not have occured. Sera, a spy for Shinra would have tried to corrupt Sesame against Yuffie, who was trying to help out the town by stealing the party's money, not Materia. However with Izayoi's assistance, Sera is found out and defeated. She then runs off to Ten Faced Mountain to try to blow it up, thus freeing room for the Mako Reactor. The party would then rush off, and presumably stop her.
