The Village Headman is a non-player character in Final Fantasy VII. He was the mayor of Corel before the fire. He is only briefly seen in Barret's flashback of why the fire of Corel was his fault.

Along with Barret, and Scarlet, he is seen trying to convince Dyne that a Mako Reactor would be better for Corel. The Village Headman is shot presumably to his death by Shinra troops when he warns Barret and Dyne about the fire in Corel in Barret's flashback.
