Where should I put the lower sector 4 plate formations? Here (as it's the immediate location afterwards)? Or somewhere else?

If you're talking about the trip through the subway system into the Reactor, then yes, put it here. Immediatly after the Reactor, Cloud falls into Sector 5 so I don't understand what's in the parenthesises.
