South Tower is a location in Final Fantasy Legend III. Cronos investigated the South Tower for clues on the whereabouts of ones of the Talon units called Future. It would seem that Ashura is also collecting Talon Units, Cronos made a copy of the Tower Key and gave it to Arthur who went to the tower.

Arthur climbs up the tower and meets Ashura at the top, Ashura tells Arthur that the Talon Units were already moved to the Castle of Chaos.
