Sing is used by the Bard job class. Each of the Harps gives a different songs to sing.

Edward is the only character with the ability to use Bardsong. A harp is required to be equipped on Edward if the player wishes to use Bardsong. This requirement is not applied in the DS version since everyone can equip the Bardsong Augment and only Edward can equip harps.
In the non-DS versions, there is a 1/4 chance of either inflicting Sleep, Confuse, Silence, or absolutely nothing. When used while a Toad, it will have a 100% chance of using Toadsong.
Also in the DS version, Edward learns several new songs, as well as those listed above. Other characters can also access the Bardsong command as long as they have the Bardsong Augment equipped.

Final Fantasy IV: The After Years

Edward returns as the only character with the Bardsong command. And like its predecessor, a harp is required to be equipped on Edward if the player wishes to use it. Unlike the previous game, Bardsong can now target either one ally or all allies or one enemy or all enemies. If used on your party member(s), there is a 1/5 chance of either casting Protect and Shell, Cure, Cura, Haste, or absolutely nothing.
If the enemy or enemies are targeted, there is a 1/4 chance of either inflicting Sleep, Confuse, Silence, or absolutely nothing. When used while a Toad, it will have a 100% chance of using Toadsong regardless of being an ally or enemy.

Sing is the level 3 ability of the Bard job class, as well as their default Job command. It is learned for 100 ABP. With the stat raising songs, the party members' stats gradually increase to 99 and the singer cannot do any other actions. Taking damage stops the Song. However, characters inflicted with the Zombie status still continue to sing.

One of Edward's cards, depicting his Amano artwork, can use the Song of Silence ability. The player chooses one Eidolon and voids its effect, for the cost of one Ice CP and discarding another Edward card.
