Dark Flare is the version of Mega Flare cast by the boss Tiamat. It takes some turns to charge, but deals great damage to the party. Raising the characters' Fire, Ice and Lightning resistances can allow the party to fully absorb the attack, making the battle a sure win as Tiamat doesn't have any other attacks. Junctioning Ultima or Flare to a characters' Elem-Def is an easy way to raise resistance against all three elements.
