Reeve Tuesti (リーブ・トゥエスティ, Rību Tuesuti?) is a non-playable character in Final Fantasy VII and its expanded universe. He is in charge of Urban Development at the Shinra Electric Power Company. Reeve was born in 1972, making him thirty-five during the events of Final Fantasy VII.

Appearance

Reeve wears a dark blue business suit with a white shirt and a tie. In Before Crisis -Final Fantasy VII- his tie is blue, but in Final Fantasy VII it is red. By the time of Dirge of Cerberus -Final Fantasy VII- Reeve wears a dark blue coat. He has black hair, a mustache and a beard.

Personality

Unlike many of the Shinra executives, Reeve shows sincere concern for Midgar citizens, and eventually, the Planet itself. This sense of empathy is reflected in what little is shown about his family; he is close to his parents. Reeve hates Scarlet, most likely because of her ruthless and inhumane personality. He is also shown to have a sense of humor shown when he asked the party if they were interested in what "Kya ha ha" and "Gya ha ha" were planning (nicknames referring to Scarlet and Heidegger respectively from their signature laughs).

Reeve is an architect who designed the Mako Reactors. He supports the cancellation of the Space Program following the crash in Rocket Town. He later supports the Turks when they briefly split from Shinra by using his Cait Sith to aid them.

Reeve protests to President Shinra about destroying Sector 7 and framing it as AVALANCHE's attack. In an executive meeting he tries to assert his views, but finds himself alone and is told to take some time off. Reeve leaves the meeting in anger, as Sector 7 has already been reduced to rubble, and President Shinra decides to leave it in its current state.

Cait Sith joins Cloud's party with Reeve using it as a spy to track down Cloud and his party. After helping to complete the puzzles in the Temple of the Ancients and saving Barret's life from execution by Shinra, he regains the party's trust. Reeve initially intended to merely spy on and sabotage the group, but after witnessing certain events, particularly the murder of Aeris at Sephiroth's hands, and the events in Northern Cave, he decides to help them instead, letting them eavesdrop on Shinra meetings through Cait Sith, and, as a reversal, tries to keep Shinra forces off the party as they try to undermine Sephiroth's plans.

Reeve doesn't reveal his identity to the party, although he admits working for Shinra. During the time Professor Hojo plans to use the Sister Ray to help Sephiroth by giving him an energy boost, Reeve contacts the party via the Cait Sith, and during the event is arrested by Scarlet and Heidegger, who, believing Rufus Shinra, the current president of the company, to be dead, decide to take matters in their own hands. Reeve's cover is blown and the party become aware of Cait Sith's "true" identity. It is unknown what happens to Reeve, but him being arrested does not hamper his ability to give orders to Cait Sith.

Before descending to the Northern Cave Cloud asks everyone to find a reason for fighting. Cait Sith goes mute and unresponsive as if being "switched off", but as the party gather together the following day it comes to life, and Reeve joins the party via Cait Sith for the final battle. Reeve is freed and evacuates the people of Midgar to the Midgar Slums to shield them from the oncoming Meteor impact. At some point before the final battle he also delivers the news of Aeris's death to Elmyra Gainsborough.

Reeve goes to Johnny's Heaven to interview Denzel, a previously Geostigma-inflicted orphan in Cloud and Tifa's care. The boy explains what happened to him in the past, including the destruction of Sector 7 and the events that followed the Meteorfall. Denzel was the one who kept Reeve's mother, Ruvie, company, since the fall of Sector 7 until she died shortly after the Meteorfall due to Geostigma.

Johnny, who had been listening the whole time, rejects the idea of having Denzel join the army. Reeve decides children will no longer be accepted in the World Regenesis Organization (WRO) and before he leaves, thanks Denzel for looking after his mother.

Final Fantasy VII: Advent Children

Template:Sideicon Reeve calls Cloud's cellphone saying he has seen the ads for the Strife Delivery Service and offers to help out. During the battle in Edge against Bahamut SIN, Reeve sends in Cait Sith to help out Cloud and the others. The sign closing off the highway to Midgar announced only WRO (Reeve's organization to restore the world) members are allowed to cross. The WRO work to bring scrap and rubble from Midgar to Edge to aid in its construction.

Dirge of Cerberus -Final Fantasy VII-

Reeve leads the World Regenesis Organization, a service hoping to rebuild the Planet after the loss of Mako energy. It has an army, which replaces Shinra's army in peace-keeping and order. Yuffie Kisaragi is a member, heading espionage and intelligence. Most of the party members from Final Fantasy VII willingly help out Reeve and the WRO.

Reeve invites Vincent Valentine to a festival in Kalm. When Deepground attacks, he and Cait Sith recruit Vincent to fight with them and the WRO. Reeve acts as an informative ally, giving Vincent direction. He operates from the WRO base, watching the actions of the world and commanding the WRO. He plans a joint attack on Midgar to wipe out Deepground, letting Yuffie, Vincent, and Cid Highwind lead an attack from the air, while Cloud, Tifa, and Barret lead an attack from the ground.

Creation and Development

According to the Final Fantasy VII Ultimania Omega[1], in an early draft of the script, Reeve was an "Inspire", a person who can breathe life into inanimate objects, such as the Cait Sith dolls. His "child", the cat-shaped doll Cait Sith, can be controlled from a great distance. The accent Cait Sith has is said to have been inspired by his parents.

There was a plot point considered where the party would have had to shut down the world's Mako Reactors to defeat Sephiroth. Due to the party's lack of time, Reeve does it himself, ending his loyalty to Shinra. Neither plot point made it to the final game.

Etymology

Reeve is of Middle English origin, and means "bailiff". The medieval reeve of a castle or landholding was an administrator for the king or someone of high position.

Trivia

  • In a rare moment of humor, in Dirge of Cerberus -Final Fantasy VII-, Vincent comments that Reeve's outfit isn't very interesting, to which Reeve replies he thought long and hard about what he was going to wear for the day. After being shot it is revealed "Reeve" was a robot controlled from the inside by Cait Sith, who was being controlled by the real Reeve, revealing the suit was not the only thing the Commissioner had been "wearing".
