Reeve Tuesti is a minor non-playable character in the game Final Fantasy VII. He was in charge of Urban Development at the Shin-Ra corporation. He controls the robotic Cait Sith.

[edit] Before Crisis -Final Fantasy VII-
Reeve plays a minor role as an architect, who designed the Mako Reactors. He supports the cancellation of the Space Program following the crash in Rocket Town. He later supports the Turks when they briefly split from Shin-Ra by using his Cait Sith to aid them.

Although a fairly influential character, he only appears a few times, the first time being in a cutscene, where he protests to President Shinra about destroying Sector 7 and framing this as an attack of the AVALANCHE rebels. Later in the game, when Cloud overhears the meeting in the Shin-Ra Building, Reeve was present as well. Afterward he left the meeting in anger, as Sector 7 has already been completely reduced to rubble, and President Shinra decided to leave it in its current state.
As the game advances, Cait Sith joins the party. Afterward it turned out to be Reeve, acting as a spy to track down Cloud and the gang. However, after saving Barret's life and helping to complete the puzzles in the Temple of the Ancients, he regained the party's trust. He initially intended to merely spy on and sabotage AVALANCHE, but after witnessing certain events at the Temple of the Ancients, Forgotten Capital, particularly the murder of Aeris at Sephiroth's hands, and the Northern Crater, he decided to help them instead, letting them eavesdrop on Shin-Ra meetings through Cait Sith, and, as a reversal, tries to keep Shin-Ra forces off AVALANCHE as they try to undermine Sephiroth's plans.
Unlike many of the Shin-Ra executives, Reeve also seems to show sincere concern for the citizens of Midgar. This trait gets accentuated even more when he creates the World Regenesis Organization (WRO) after the fall of the Shin-Ra Company.
[edit] Final Fantasy VII: Advent Children
In Final Fantasy VII: Advent Children, he calls Cloud's cell phone, saying that he's seen the ads for the Strife Delivery Service and offers to help out. During the battle in Edge against Bahamut SIN, Reeve sends in Cait Sith to help out AVALANCHE in their fight. Also, it can be seen on the sign closing off the highway to Midgar that only WRO (Reeve's organization to restore the world) members are allowed to cross. The WRO work to bring scrap and rubble from Midgar to Edge to aid in its construction.
It is revealed in On the Way to a Smile that Denzel, a Geostigma-afflicted orphan in Cloud and Tifa's care, was the one who kept Reeve's own mother Ruvie Tuesti company since the fall of Sector 7 until she dies shortly after Meteorfall due to Geostigma.
[edit] Dirge of Cerberus -Final Fantasy VII-
Reeve Tuesti plays a major role in Dirge of Cerberus -Final Fantasy VII-. He leads the World Regenesis Organization, or WRO, a service hoping to rebuild the Planet after the loss of Mako energy. It has its own army, which takes the place of Shin-Ra's army in peace-keeping and order. Yuffie Kisaragi is a member, heading espionage and intelligence for the army. Most of the party members from Final Fantasy VII willingly help out Reeve and the WRO.
Just before the game's start, Reeve invites Vincent Valentine to a festival in Kalm. When the mysterious Deepground attacks, he and Cait Sith shanghai Vincent into fighting with him and the WRO. Throughout the game, he acts as an informative ally, giving the game direction. Reeve operates from the WRO base, watching the actions of the world and commanding the WRO. He plans a joint attack on Midgar in order to wipe out Deepground, letting Yuffie, Vincent, and Cid Highwind attack from the air, while the remaining (living) party members from the original game attack from the ground.
In the Ultimania, Reeve is revealed to have controlled Cait Sith using his special ability, "Inspire", in which he is able to bring inorganic things to life; his "child", the "cat"-shaped robot, Cait Sith can be controlled from a great distance. The accent that Cait Sith has is said to have been inspired from his parents.
