Quasar

From Final Fantasy Wiki

Quasar is a type of Lore in Final Fantasy VI that deals non-elemental, unblockable, sometimes defense ignoring damage, costing 50 MP to cast. It is the second strongest Lore that can be learned in the game, though extremely late.

Strago can learn Quasar from Goddess, Fiend, or Gilgamesh in the Advance release.
