In Final Fantasy VII each party member will have the basic commands: Attack, Item, Change, and Defend. They also have the Limit command, which appears when the unit's LIMIT gauge is full. These are always accessible unless the player is under the Berserk or Confuse statuses. The Magic and Summon skillsets can be obtained by equipping Magic Materia and Summon Materia respectively. All other commands are equipped with Command Materia, with the exception of Slash-All which can also be equipped via the Mega-All Independent Materia as well as its own command.

In the Battle Square the player can have many of these commands temporarily locked. Each type of Materia can be locked thus locking off any command gained from those Materia, and also the Item command is sealed will block use of the Item command.

The Silence status locks the Magic, Summon, and E.Skill commands. The Frog status locks all commands but the four main ones, and Magic, which has had all spells locked other than the Toad spell. Limit will never appear when a character is in this status.

Commands

Command Requirement Description
Attack Automatic Physical attack against single target based on weapon equipped.
Attack with equipped weapon
Limit LIMIT gauge full Replaces Attack command. Opens Limit sub-menu. Commands based on character's set LIMIT LEVEL.
Use a limit skill
2x-Cut Double Cut(1) Physical attack against single enemy twice based on weapon equipped.
Attacks constantly
4x-Cut Double Cut(2+) Physical attack four times, each against random enemy. Long range.
Four consecutive cuts
Slash-All Slash-All(1); Mega All*(only if a Level 2 Slash-All Materia is not also equipped) Physical attack against each member of enemy party. Long range.
Attack all opponents
Flash Slash-All(2+) Instant death attack against each member of enemy party. Long range.
Instantly kills opponent
Magic Any Magic Materia Opens Magic sub-menu.
Cast spell
W-Magic W-Magic Allows player to select two commands from the user's Magic skillset. Grayed out if no Magic skills equipped to user.
Casts two Magic spells at once
Summon Any Summon Materia Opens Summon sub-menu.
Call Summon Monster
W-Sum.

W-Summon Allows player to select two commands from the user's Summon skillset. Grayed out if no Summon skills equipped to user.
Casts two Summon spells at once
Item Automatic Opens Item sub-menu.
Use available item
W-Item W-Item Allows player to select two commands from the user's Item skillset. Can be exploited to duplicate items.
Use two items at once
Change Automatic Accessed by pressing left of main command window. Reverse's user's row.
Change position to or from front/back row
Defend Automatic Accessed by pressing right of main command window. Halves damage from physical attacks until next turn.
Defend without attacking
Steal Steal(1); Master Command (Only if a Level 2 Steal Materia is not also equipped) Attempt to steal an item from a single enemy. If All, attempt to steal an item from each enemy.
Steal item
Mug Steal(2+) Physical attack against single enemy and attempt to steal an item from a single enemy. If All, physical attack against all enemies, long range, and attempt to steal an item from each enemy.
Steals from opponent at a given rate while attacking
Sense Sense; Master Command Display enemy's HP, MP, and elemental weaknesses. If All, display all enemy's HP, MP, and elemental weaknesses. In all circumstances, display previously targeted enemies HP in [ASSIST] text thereafter.
Sense opponent's HP/MP/etc
Coin Throw(2+); Master Command Open sub-menu to select Gil amount. Inflict damage based on Gil amount on all enemies. Damage based on a tenth of Gil spent, divided equally among enemies. Long range.
What can I say? It's all about money
Throw Throw; Master Command Open Throw sub-menu. Long range.
Throw items damaging opponent
Morph Morph; Master Command Physical attack (1/8 strength of normal attack) on one enemy, and if the enemy is dispatched by this attack, an item is received. If All, use ability on all enemies. Always long range. Never Critical Hits. The amount of EXP / AP / Gil received after the battle remain the same.
Transform opponent into an item
D.blow Deathblow; Master Command Physical attack (1/3 accuracy of normal attack) on one enemy, and if it connects it will be a Critical Hit. If All, use ability on all enemies with hit-chance calculated per-target. Always long range.
Attacks that either deal critical damage or miss
Manip. Manipulate; Master Command Attempt to inflict Manipulate status on one target. If All, attempt to inflict Manipulate status on all targets, but only connect with one. On successive turns the user will select from commands of the enemy in the status until that enemy loses that status.
You control opponent's movements
Mime Mime; Master Command Repeat the previous action taken by a member of the player party. If previous action is other character's Limit Break, command will fail. Includes counter ability actions.
Mimics attack immediately before your command
E.Skill Enemy Skill Opens E.Skill sub-menu.
