The Sanctum (聖府, Seibu), also known as the Holy Government, is the theocracy controlling the city of Cocoon in Final Fantasy XIII. It is said that it quarantines and exiles anyone from the city who has been influenced by the outside world. The supernatural beings known as the l'Cie are said to be enemies of Cocoon and the Sanctum.
The Sanctum has its own military force, known as PSICOM, which seems to consist of ordinary soldiers, monsters, automated machines, and military airships. Lightning and Sazh Katzroy both used to serve in the military before the game's opening. Lieutenant colonels of the Sanctum include Yaag Rosch and Jihl Nabaat.
