The Evil Eye is a fiend in Final Fantasy X. This enemy is found at Lake Macalania. A slightly more powerful version is also found on the airship after the escape from Home. It is aerial and has high evade and M.defense, so use Wakka's physical attacks on it. Any of the Fire spells, or a weapon customized with FireStrike will work. As with all floating eye type enemies, it uses a Gaze attack that strikes one party member and has a chance to inflict Confusion.
