Domino

Mayor Domino is a minor, non-playable character in Final Fantasy VII.
He is the mayor of Midgar, but is mayor in name only as all the governmental power is held by Shinra. Mayor Domino is a mere figurehead with no governmental power at all. He is visibly unsatisfied with is job, and doesn't even do so much as question the identity of Cloud's group when they enter his office. He makes his only appearance on the 62nd floor of Shinra Headquarters and forces the player to guess the word he's thinking in order to get his keycard. If the player guesses correctly on the first try, he will give an Elemental Materia along with the keycard.
