In the International version, it provides the same stats and still requires the Heavy Armor 1 license to equip, but now can be bought for 500 gil at Rabanastre, Nalbina Fortress, and Barheim Passage, dropped from Garchimacera (3% chance), initially equipped on Basch and Ashe, or found at Barheim Passage (Great Eastern Passage).
